WALKERSVILLE BURGESS & COMMISSIONERS TOWN MEETING

February 9, 2005

The Town meeting of the Walkersville Burgess & Commissioners was called to order on Wednesday, February 9, 2005, at 7:30 p.m. Those in attendance included Burgess Ralph Whitmore, Commissioners Sam Eyler, Joe Magluilo, Chad Weddle, Donald Schildt, and Debbie Zimmerman, Public Works Director Bob DePaola, Town Manager Gloria Long Rollins, Zoning Administrator Susan Hauver, Public Works Supervisor Dennis Miller, 26 citizens, including 9 Cub Scouts from Troop 1070, and 1 press.

The meeting was called to order with the Pledge of Allegiance.

  1. MINUTES

Commissioner Debbie Zimmerman made a motion, seconded by Commissioner Joe Magluilo, to approve both the regular town and Closed Legal meeting minutes of January 26, 2005. The motion passed by a vote of 5-0.

2. CUB SCOUT PACK 1070

Members of Cub Scout Pack 1070 queried the Burgess and Commissioners about their experiences as public servants.

3. REQUEST FOR WATER CONNECTION – JAMES CARROLL

Mr. James Carroll requested the Commissioners consider allowing him to connect to the Walkersville water system. After much discussion regarding the pressure issues and chlorine residual in that area, Burgess Whitmore recommended Mr. Carroll pursue his option of drilling a well and using a booster pump and generator to insure consistent water quality and pressure.

4. CITIZENS QUESTIONS AND CONCERNS

Mr. David Delisio, 311 Silver Crest Drive, requested abatement of his snow removal bill due to his work schedule preventing him from shoveling on January 30.

Mr. Mike Copen, 209 Cobble Court, presented a letter/petition on behalf of his wife, requesting abatement of his snow removal bill. She contends that she shoveled several times but the snow drifted back over the sidewalk.

 

5. BOY SCOUTS 5-YEAR PLAN

Ron Layman presented the 5-year "dream" plan proposed by the Boy Scouts for the Walkersville Watershed.

Commissioner Eyler made a motion, seconded by Commissioner Zimmerman, to accept the Boy Scout 5-year plan upon review and evaluation by Ms. Rollins for suitability. The motion passed by a vote of 5-0.

  1. AWARD MOWING CONTRACT

Commissioner Zimmerman made a motion, seconded by Commissioner Eyler, to award the mowing contract to the low bidder, ServTech, in the amount of $45,400. The motion passed by a vote of 5-0.

7. ACCOUNTS PAYABLE

Commissioner Zimmerman made a motion, seconded by Commissioner Magluilo, to pay the attached bills. The motion passed by a vote of 5-0.

 

  1. COMMISSIONERS CONCERNS

Commissioner Schildt asked the status of his proposed essay contest. Letters went to the appropriate FCPS officials today for permission to proceed.

The Walkersville High School PTSA requested a donation for their fundraising auction. Commissioner Schildt made a motion, seconded by Commissioner Magluilo, to donate 2 Barry Richardson Heritage Farm Prints to the auction. The motion passed by a vote of 5-0.

Burgess Whitmore discussed the Frederick County proposed ordinance which will prohibit career firefighters from volunteering in leadership positions in their community firehouses. Commissioner Weddle made a motion, seconded by Commissioner Schildt, to authorize Burgess Whitmore to send a letter expressing the Town’s opposition to the proposed ordinance. The motion passed by a vote of 5-0.

Burgess Whitmore will form a committee to work on the acquisition of a memorial stone honoring Viet Nam veterans.

 

Commissioner Weddle made a motion, seconded by Commissioner Magluilo, to hold a closed meeting for the purpose of discussing land acquisition and a personnel issue. The motion passed by a vote of 5-0.

Mr. Udeze Nchekwube, of 123 Polaris Drive, came forward to address commissioners about his friend’s car that was towed from in front of his house during the past snow events. His friend was away, he was away, the car was parked on the street, inoperable and impeding snow operations. It was towed by Dorsey and stored for several weeks, the bill amounting to $500. Burgess Whitmore informed Mr. Nchekwube that the town does not have custody or control of the charges once the car is towed. He will have to contact Dorsey and ask for leniency.

 

 

The meeting was adjourned at 8:30 p.m.
