WALKERSVILLE BURGESS & COMMISSIONERS TOWN MEETING

April 14, 2004

The Town meeting of the Walkersville Burgess & Commissioners was called to order on Wednesday, April 14, 2004, at 7:30 p.m. Those in attendance included Burgess Ralph Whitmore, Commissioners Sam Eyler, Joe Magluilo, Don Schildt, Chad Weddle, and Debbie Zimmerman, Town Manager Gloria Rollins, Public Works Supervisor Dennis Miller, Zoning Administrator Susan Hauver, Public Works Director Bob DePaola, 8 citizens, and 1 photographer.

The meeting was then called to order with the Pledge of Allegiance.

  1. MINUTES
  2. Commissioner Debbie Zimmerman made a motion, seconded by Commissioner Joe Magluilo, to approve both the regular town meeting and workshop minutes of March 24 and 31, 2004. The motion passed by a vote of 5-0.

  3. ORDINANCE 2004-04
  4. Ordinance 2004-04 amends the town code to allow for compensation to be paid to members of the Ethics Commission.

    Commissioner Zimmerman made a motion, seconded by Commissioner Magluilo, to adopt Ordinance 2004-04. The motion passed by a vote of 5-0.

  5. ORDINANCE 2004-05

Ordinance 2004-05 amends the town code to allow for compensation to be paid to members of the Parks Committee.

Commissioner Zimmerman made a motion, seconded by Commissioner Magluilo, to adopt Ordinance 2004-05. The motion passed by a vote of 5-0.

4. CITIZENS QUESTIONS AND CONCERNS

Thom Beckley, representing GVAA, presented a proposal to dedicate and name the HFP girls’ softball field "KIWANIS FIELD". Commissioner Zimmerman made a motion, seconded by Commissioner Weddle, to approve the plaque for KIWANIS FIELD. The motion passed by a vote of 5-0.

Sandra Pierce, of 205 Diamond Drive, registered her complaint that the restricted parking in front of her house, the markings for proposed painting of the curb, takes up too much space and only allows for parking of one car. The Burgess and Commissioners directed Dennis to work with the lady and reduce the amount of painted curb to allow for parking two cars.

5. PERSONNEL MANUAL

Commissioner Weddle continues to review the Personnel Manual.

  1. UTILITY SERVICE COMPANY PRESENTATION

Mr. Russ Brown, representing Utility Service Company, gave a presentation to the commissioners on maintaining water storage tanks. He presented his evaluation of the Heritage and Crum tanks. Ms. Rollins and Mr. DePaola would like commissioners to consider advertising for Request for Qualifications for companies to make proposals for perpetual maintenance agreements for water storage tanks. Ms. Rollins would like to include this in FY2005 budget draft and asked commissioners to notify her of other budget considerations and projects that they want included.

 

7. PROGRAM OPEN SPACE

Commissioner Zimmerman directed staff to resubmit the request for a bathroom project for Creamery Park and to add 10% to last years request.

Commissioner Zimmerman made a motion, seconded by Commissioner Magluilo, to apply for Program Open Space funds for the Creamery Park bathroom project. The motion passed by a vote of 5-0.

 

  1. ACCOUNTS PAYABLE

Commissioner Zimmerman made a motion, seconded by Commissioner Eyler, to pay the attached bills. The motion passed by a vote of 5-0.

 

9. COMMISSIONERS CONCERNS

Commissioner Zimmerman notified commissioners that the Parks Committee had approved Boy Scout camping and clean up of the Walkersville watershed.

Commissioner Schildt asked if the town had any liability in regards to the sinkhole in the stormwater pond behind the post office, which the town had filled previously. Commissioner Weddle explained the town would not be liable for injuries as a result of the sinkhole.

Commissioner Schildt asked Burgess Whitmore the status of plans for the Memorial Day ceremony.

Burgess Whitmore announced that he will be out of town for the GVAA Opening Day at HFP and asked for a volunteer to speak at the activities.

 

  1. CLOSED LEGAL AND POLICE MEETING

Commissioner Schildt made a motion, seconded by Commissioner Magluilo, to hold a closed legal and police meeting. The motion passed by a vote of 5-0.

 

The meeting was adjourned at 8:15 p.m.
