WALKERSVILLE BURGESS & COMMISSIONERS TOWN MEETING
May 10, 2006
The Town meeting of the Walkersville Burgess & Commissioners was called to order on Wednesday, May 10, 2006, at 7:30 p.m. Those in attendance included Burgess Ralph Whitmore, Commissioners Sam Eyler, Joe Magluilo, Don Schildt, Chad Weddle, and Debbie Zimmerman, Town Manager Gloria Long Rollins, Public Works Supervisor Dennis Miller, Planning and Zoning Administrator Susan Hauver, Public Works Director Bob DePaola, Resident Maryland State Trooper Ed Muller, 6 citizens and 2 press.
The meeting was called to order with the Pledge of Allegiance.
Commissioner Debbie Zimmerman made a motion, seconded by Commissioner Sam Eyler, to approve both the Town Meeting minutes and the Closed Legal minutes of April 26, 2006. The motion passed by a vote of 4-0-1, with Commissioner Magluilo abstaining.

3. FY 2007 BUDGET DISCUSSIONS
Commissioner Weddle made a motion, seconded by Commissioner Zimmerman, to include the projected income from Wireless Telecommunications in the Water Fund budget rather than the General Fund budget in the amount of $60,000. The motion passed by a vote of 5-0.
Commissioners would like to know the % increase of the Town’s contribution to the enhanced Maryland State Pension plan before electing the new plan. Ms. Rollins will provide the information for the budget hearing meeting.
Commissioner Chad Weddle made a motion, seconded by Commissioner Joe Magluilo, to introduce Ordinance 2006-04, the Water Fund budget, as presented including the change of $60,000 for Wireless Telecommunication income added to the budget. The motion passed by a vote of 5-0.
Commissioner Chad Weddle made a motion, seconded by Commissioner Don Schildt, to lower the property tax rate from 16.6˘ to 15.6˘ per $100 of assessed value. The motion passed by a vote of 5-0.

Commissioner Chad Weddle made a motion, seconded by Commissioner Don Schildt, to introduce Ordinance 2006-05, the General Fund budget with the reduction in the tax rate to 15.6˘ per $100 of assessed property value. The motion passed by a vote of 5-0.
Commissioner Don Schildt made a motion, seconded by Commissioner Chad Weddle, to give runners up in the essay contest Walkersville town cups or another item selected by town staff. The motion passed by a vote of 4-1, with Commissioner Zimmerman opposed.
Ms. Rollins updated commissioners on the progress of the Farmers’ Market organization. There are 11 committed vendors to the market and there will be one variable stand to be allotted to FFA and 4-H groups for fundraising activities. The committee has applied for a Federal grant with the hopes that funds will be awarded to assist with the publicity to insure the success of the market. State Highway will not put up any roadway signs during the first year of a market so all signage and publicity will be the committee/town’s responsibility.
Ms. Rollins reviewed Center for Municipal Solution’s letter and conditions recommending approval of the Dobson Cellular permit to install Cellular One service on the Crum Road Water Tower.
Commissioner Chad Weddle made a motion, seconded by Commissioner Debbie Zimmerman, to issue the special use permit with conditions to be met by Dobson Cellular Systems as recommended by Center for Municipal Solutions. The motion passed by a vote of 5-0.
8. WALKERSVILLE REGIONAL PLAN COMMENTS
Commissioner Chad Weddle made a motion, seconded by Commissioner Don Schildt, to forward the Walkersville Planning Commission comments on to Frederick County for the record and hearing to be held May 24, 2006. The motion passed by a vote of 5-0.
9. MARYLAND STATE POLICE RESIDENT TROOPER REPORT
TFC Ed Muller reviewed stats and incidents for the month of April 2006. He reviewed the criminal reports and the activity that generated them.
10. ACCOUNTS PAYABLE
Commissioner Debbie Zimmerman made a motion, seconded by Commissioner Chad Weddle, to pay the attached bills. The motion passed by a vote of 5-0.
11. COMMISSIONERS’ CONCERNS
Commissioner Don Schildt made a motion, seconded by Commissioner Joe Magluilo, to hold a closed personnel meeting to discuss the hiring of new personnel. The motion passed by a vote of 4-1, with Commissioner Weddle opposed.
12. CITIZENS’ QUESTIONS AND CONCERNS
Mr. George Rudy handed out several documents to commissioners and stated that according to his responses from MDE he was right previously regarding the sediment control issues he alleges against the town.
