WALKERSVILLE BURGESS & COMMISSIONERS TOWN MEETING

June 9, 2004

The Town meeting of the Walkersville Burgess & Commissioners was called to order on Wednesday, June 9, 2004, at 7:30 p.m. Those in attendance included Burgess Ralph Whitmore, Commissioners Sam Eyler, Joe Magluilo, Donald Schildt, Chad Weddle, and Debbie Zimmerman, Town Manager Gloria Rollins, Public Works Supervisor Dennis Miller, Zoning Administrator Susan Hauver, Public Works Director Bob DePaola, 12 citizens, and 1 press.

The meeting was called to order with the Pledge of Allegiance.

  1. MINUTES
  2. Commissioner Debbie Zimmerman made a motion, seconded by Commissioner Chad Weddle, to approve both the regular town meeting and closed legal meeting minutes of May 26, 2004. The motion passed by a vote of 5-0.

  3. SWEARING IN OF BURGESS AND COMMISSIONERS
  4. Clerk of the Court Sandra Dalton read the oath to Burgess Whitmore. Burgess Whitmore, in turn, administered the oaths of office to Commissioners Eyler, Magluilo, Schildt, Weddle, and Zimmerman. A huge cheering and photo session ensued after the vows were taken.

    Commissioner Debbie Zimmerman made a motion, seconded by Commissioner Joe Magluilo, to appoint Commissioner Chad Weddle as Vice-President of the Board of Commissioners. The motion passed by a vote of 5-0.

  5. CITIZENS QUESTIONS AND CONCERNS

There were no citizens questions at this time.

 

4. ADELPHIA FRANCHISE RENEWAL

The representative from Adelphia did not attend the meeting.

5. DIAL CENTER REQUEST FOR RELEASE OF LOC

The Walkersville Dial Center requested release of deposited funds guaranteeing work done to their facility in 2001. Upon review of the file, Susan determined that there was no record of a Frederick County inspection or as-builts on file for the facility. The Town is not able to release the deposit at this time.

 

  1. ACCOUNTS PAYABLE

Commissioner Zimmerman made a motion, seconded by Commissioner Schildt, to pay the attached bills. The motion passed by a vote of 5-0.

7. COMMISSIONERS’ CONCERNS

Commissioner Schildt stated that the holding pond at Sun Meadow still looks like crap.

Commissioner Eyler stated that he is still concerned about the speeds in which cars drive around town, particularly Maryland Avenue.

Commissioner Weddle would like everyone to consider "No parking except for Residents" along Frederick Street because the high school kids were parking all over the place during graduation practice last week. Discussion and decision on this will be addressed later.

Commissioner Magluilo asked the status of the mowing contract and expressed his concern that the grass is often over 3 ˝ ", a violation of the contract. The discussion of the problem determined that the grass is mowed to a height of 3 ˝ " rather than something less, such as 2". By the next day the grass has grown higher than 3 ˝ ", thereby violating the contract. Commissioner Zimmerman would like to discuss this again at the June 23 Town meeting.

Commissioner Weddle made a motion, seconded by Commissioner Magluilo, that the next time the grass is above 3 ˝", staff will take a photo with ruler measurement, and send a letter canceling the contract. The motion passed by a vote of 5-0.

Commissioner Schildt made a motion, seconded by Commissioner Weddle, to hold a closed meeting for discussion of personnel and staff raises and legal land aquisition. The motion passed by a vote of 4-1, with Commissioner Magluilo opposed.

Burgess Whitmore reported that the Memorial Day Ceremony went well and was well attended.

Commissioner Zimmerman reminded everyone that Wednesday, July 7, is the Town staff night to help at the Pizza stand at the Walkersville Volunteer Firemen’s Carnival.

Susan announced the Planning Commission Public Hearing to be held June 22 for the Zoning Map. The text amendment hearing for Temporary Uses will be scheduled for the July meeting.

  1. WORKSHOP WITH GVAA

Mr. Thom Beckley of GVAA brought in 2 sketches from Morgan Keller and a cost estimate of 5.8 million for the new proposed sports building to be located at HFP. They will be asking Morgan Keller to downsize the building to the more manageable figure of 3.8 million. They plan to approach Mount Saint Mary’s, FCC, and Hood to see if they are interested in renting the building to expand their facilities for their sports practices.

Mr. Beckley noted that the loop road at HFP needs a "Do Not Enter" sign on the left hand side of the Y.

Mr. Beckley would like to see the lacrosse parking lot expanded to allow for another row of cars and the room to back out without hitting the other row. Commissioner Zimmerman made a motion, seconded by Commissioner Magluilo, to expand the parking lot at Lacrosse field by one car length. The motion passed by a vote of 5-0.

It was noted it is time to remove the trash cans from the soccer field area.

Mr. Beckley requested permission for GVAA football to place a 40’ (forty-foot) flagpole between fields 4 and 5. Permission was granted by general consent.

 

The meeting was adjourned at 9:00 p.m.
