MINUTES

WALKERSVILLE BURGESS & COMMISSIONERS TOWN MEETING

June 24, 2009

The Town meeting of the Walkersville Burgess & Commissioners was called to order on Wednesday, June 24, 2009, at 7:30 p.m. Those in attendance included Commissioners Sam Eyler, Chad Weddle, Donald Schildt, and Debbie Zimmerman, Town Manager Gloria Long Rollins, Public Works Director Bob DePaola, Planning and Zoning Administrator Susan Hauver, 4 citizens, and Ron Cassie of the Frederick News-Post.

Commissioner Russell Winch was absent.

The meeting was then called to order with the Pledge of Allegiance.

1. MINUTES

Commissioner Debbie Zimmerman made a motion, seconded by Commissioner Sam Eyler, to approve both the Town Meeting minutes and the Closed Legal meeting minutes of June 10, 2009. The motion passed by a vote of 4-0.

2. UPDATE ON FREDERICK COUNTY FIRE TAX DISCUSSION

Commissioners reviewed a draft of their response to the Frederick County Commissioners regarding proposed reduction in the Suburban Fire Tax rate. Commissioner Zimmerman requested inclusion of our disagreement that no meeting is necessary to discuss this.

Commissioner Chad Weddle made a motion, seconded by Commissioner Debbie Zimmerman, to send the amended letter to the Frederick County commissioners and to publish the letter in the Frederick News Post and the Gazette in an attempt to notify the citizenry of the issue. The motion passed by a vote of 4-0.

3. CITIZENS’ QUESTIONS AND CONCERNS

None mentioned.

4. ELECTION SCHEDULE AND APPOINTMENT OF BOARD OF ELECTION SUPERVISORS

Commissioner Donald Schildt made a motion, seconded by Commissioner Sam Eyler, to reappoint Mr. Ridgely Cramer, Mrs. Brenda Davis, and Mrs. Debbie Weddle as Election Supervisors and Mrs. Mary Campbell as the alternate. The motion passed by a vote of 4-0.

Staff will contact those appointed and see if they are willing to serve in this capacity. The election will be held September 14, 2009, with Certificates of Candidacy due by August 17th, 2009.

5. ACCOUNTS PAYABLE and FINANCIAL REPORTS FOR MAY

Commissioner Chad Weddle made a motion, seconded by Commissioner Donald Schildt, to approve and pay the attached bills and accept the May 2009 financial statements. The motion passed by a vote of 4-0.

6. COMMISSIONERS’ CONCERNS

Commissioner Don Schildt made a motion, seconded by Commissioner Sam Eyler, to hold a closed personnel meeting to discuss individual staff evaluations and a closed legal meeting to discuss the outcome of the legal advice regarding the June 23, 2009 legal settlement meeting. The motion passed by a vote of 3-1, with Commissioner Chad Weddle in opposition.

Ms. Hauver announced that the Planning Commission voted that no Planning Commission meetings would be held in July. The information will be posted on the Town’s website.

7. CITIZENS’ QUESTIONS AND CONCERNS

None

There was no further business so the meeting adjourned at 7:44 p.m.
