WALKERSVILLE BURGESS & COMMISSIONERS TOWN MEETING

June 25, 2008

The Town meeting of the Walkersville Burgess & Commissioners was called to order on Wednesday, June 25, 2008, at 7:30 p.m. Those in attendance included Commissioners Sam Eyler, Donald Schildt, Chad Weddle, Russell Winch, and Debbie Zimmerman, Town Manager Gloria Long Rollins, Planning and Zoning Administrator Susan Hauver, Public Works Director Bob DePaola, TFC Ramona George, 10 citizens, 0 press.

Burgess Whitmore was absent.

The meeting was called to order with the Pledge of Allegiance.

1. MINUTES

Commissioner Debbie Zimmerman made a motion, seconded by Commissioner Russ Winch, to approve the minutes of the June 11, 2008 Town meeting and the closed legal meeting. The motion passed by a vote of 5-0.

 

2. RESOLUTION 2008-03 TO HONOR THE SERVICE OF JANE SNIDER

Commissioner Weddle again read Resolution 2008-03 honoring Jane Snider’s service to the Town of Walkersville. The resolution was presented to Mrs. Snider’s husband, Mr. Lin Snider.

3. REQUEST FOR RELEASE OF EASEMENT AT WATERSHED WATER LINE

The Burgess & Commissioners received a request from Chad Barrick to release an easement on the property he recently purchased. He needs the easement released in order to get approval for a wetland and forest conservation program. Commissioner Weddle recommended that the Town Attorney review the request before a decision is made to release.

 

4. UPDATE TO GENERAL FUND BUDGET MARYLAND STATE POLICE CONTRACT

Ms. Rollins notified Commissioners that the State Police contract has been modified post-budget-adoption to include and increase in the Indirect Cost percentage to 30%, resulting in an increase of about $30,000 to the contract. When the document is received, further details will be presented.

 

5. ACCOUNTS PAYABLE

Commissioner Debbie Zimmerman made a motion, seconded by Commissioner Sam Eyler, to pay the attached bills. The motion passed by a vote of 5-0.

6. COMMISSIONERS’ CONCERNS

Commissioner Don Schildt announced that he would not be present at the July 9th Town Meeting but wanted to note that he would be against the adoption of the Ordinance regarding the Banner School. Staff notified him that the ordinance would not be through the Planning Commission by the next Town meeting.

Commissioner Don Schildt made a motion, seconded by Commissioner Russ Winch, that the Town only order flags made in the United States. The motion passed by a vote of 5-0.

 

 

 

 

7. CITIZENS’ QUESTIONS AND CONCERNS

Ron Mallonee of Glade Towne, informed commissioners that he continues to monitor the noise levels on Rt. 194 and has recorded some levels at over 100 dba. He came to the meeting to check the status of the Town’s response to this complaint. TFC Muller has contacted the State Highway Administration and the Maryland State Police and technicians skilled in monitoring noise levels have been notified and have said they will come to the area to check out the complaint. Mr. Mallonee discussed options such as a berm or a sound wall made of various materials to help to mute the noise that is bothering him.

Commissioner Weddle reviewed the announcements on the agenda regarding upcoming meetings.

Commissioner Russ Winch made a motion, seconded by Commissioner Don Schildt, to hold a closed personnel meeting to discuss individual staff members and appropriate evaluations and raises for Fiscal Year 2009. The motion passed by a vote of 5-0.

There was no further business so the meeting adjourned at 7:55 p.m.
