MINUTES
WALKERSVILLE BURGESS & COMMISSIONERS TOWN MEETING
July 12, 2006
The Town meeting of the Walkersville Burgess & Commissioners was called to order on Wednesday, July 12, 2006, at 7:30 p.m. Those in attendance included Burgess Ralph Whitmore, Commissioners Sam Eyler, Joe Magluilo, Don Schildt, Chad Weddle, and Debbie Zimmerman, Town Manager Gloria Long Rollins, Public Works Supervisor Dennis Miller, Public Works Director Bob DePaola, 9 citizens, and 1 press.
The meeting was called to order with the Pledge of Allegiance.
Commissioner Debbie Zimmerman made a motion, seconded by Commissioner Sam Eyler, to approve both the Town Meeting minutes and the Closed personnel minutes of June 28, 2006. The motion passed by a vote of 4-0- 1, with Commissioner Magluilo abstaining.
Discussion of this item has been postponed to a future meeting. Mr. Shoemaker was not present.
3. CONTRACT FOR PERPETUAL MAINTENANCE FOR HFP WATER TOWER
Commissioner Joe Magluilo made a motion, seconded by Commissioner Debbie Zimmerman, to add the Heritage Water Tower to our perpetual maintenance contract with Utility Service Co., Inc. at $46,310 per year for the first 3 years and $15,242 for the 4th, 5th, and 6th years. The motion passed by a vote of 5-0.
Jeff Keeney of GVAA returned to request that commissioners authorize the hook up of a water supply for the football field. He noted that they had already spent $1,200 for seeding and would like to be able to keep the grass alive. GVAA would be expected to pay for the required meter to the field as there is a 200,000 gallon per year allotment of water to GVAA for watering their fields at HFP.
Commissioner Joe Magluilo made a motion, seconded by Commissioner Debbie Zimmerman, to run a 1 ˝" water line to the football field for irrigation, GVAA to purchase meter from the Town. The motion passed by a vote of 5-0.
Nothing received to date.
Commissioner Debbie Zimmerman made a motion, seconded by Commissioner Joe Magluilo, to pay the attached bills. The motion passed by a vote of 5-0.
Commissioner Schildt reiterated that he would like to see voter eligibility information placed on Cable Channel 99. He reported that the Farmers’ Market had been a huge success on the opening day market on July 12.
Burgess Whitmore asked commissioners to consider implementing an ordinance against selling spray paint to minors. Baltimore County has such an ordinance and he hopes that it would cut down on the rash of recent vandalism within the Town.
Commissioner Magluilo would like to know when the Water Street county bridge will be complete. To date, no one knows.
Commissioner Joe Magluilo made a motion, seconded by Commissioner Chad Weddle, for a closed personnel meeting to discuss staff evaluations/raises. The motion passed by a vote of
5-0.
8. CITIZENS’ QUESTIONS AND CONCERNS
Keith Schultz, GVAA President, thanked the commissioners for the water to the football field. Newly elected to the position of president, he looks forward to working with the Town. He reported that there has been extreme vandalism at the HFP baseball concession stand and the softball concession stand and shed located behind Glade Village. Everything in the HFP stand was destroyed. The police were notified and the crime scene investigation team was on site. GVAA is offering a $1,000 reward for the arrest and conviction of the vandals. They will also be installing an alarm system and getting their property insured. Currently they carry only liability insurance. Commissioner Chad Weddle made a motion, seconded by Commissioner Joe Magluilo, to add an addition $1,000 to the reward for the arrest and conviction of the vandals of the HFP and softball field concession stands. The motion passed by a vote of 5-0. The reward will be advertised on Channel 99 and the town website.
Mr. Schultz also expressed his concern about the parking at HFP during the week with football, cheerleaders, and the Farmers’ Market. Parks committee will discuss this at their August meeting.
