WALKERSVILLE BURGESS & COMMISSIONERS TOWN MEETING
July 13, 2005
The Town meeting of the Walkersville Burgess & Commissioners was called to order on Wednesday, July 13, 2005, at 7:30 p.m. Those in attendance included Burgess Ralph Whitmore, Commissioners Sam Eyler, Joe Magluilo, Donald Schildt, and Chad Weddle, Town Manager Gloria Long Rollins, Public Works Director Bob DePaola, Resident Trooper Kim Calimer, 3 citizens, and 2 press. Commissioner Zimmerman was absent due to a family medical incident.
The meeting was called to order with the Pledge of Allegiance.
Commissioner Don Schildt made a motion, seconded by Commissioner Joe Magluilo, to approve both the town meeting minutes and the closed personnel minutes of June 22, 2005. The motion passed by a vote of 4-0.
2. SPEED HUMP DISCUSSION
Ms. Rollins reviewed information obtained on speed humps from Frederick City. The city estimates a 23% reduction in traffic speeds with the humps. Costs range from $3,000 with contracted labor to $1,800 estimated for installation by staff. No action was taken.
3. CITIZENS QUESTIONS AND CONCERNS

4. SUN MEADOW WELLHEAD PROTECTION SITE INVESTIGATION REPORT
Commissioners reviewed the site investigation report for Sun Meadow Phase 4. The town’s engineering consultant concurs with the recommendations contained in the report. Ms. Hauver recommends approval of the Wellhead Protection Phase 2 review for Phase 4.
Commissioner Chad Weddle made a motion, seconded by Commissioner Joe Magluilo, to approve the Wellhead Protection Phase 2 review for Sun Meadow Phase 4. The motion passed by a vote of 4-0.
5. UPDATE ON SUN MEADOW LOC FOR PHASE 1 AND 2 FORESTATION
Ms. Rollins updated the commissioners on progress for resolving forestation issues on Sun Meadow Phases 1 and 2. To date, the county off site forestation fees have been paid in the amount of $34,710.06, 15 additional trees will be ordered in time for September planting at the town’s discretion. The final item to be resolved is the planting of the 45 Phase 2 trees that were rejected by homeowners. In order to plant the trees, paperwork to amend the forestation plan needs to be completed with Frederick County. Mr. Smerbeck will be responsible for the amendment so that the town can benefit from the trees. Ms. Rollins asked commissioners to allow trees to be planted in September to give a better chance for survival.
Commissioner Chad Weddle made a motion, seconded by Commissioner Joe Magluilo, to give Mr. Smerbeck until October 1 to comply with the forestation plan, to be amended, prior to pulling the letter of credit by the town. The motion passed by a vote of 4-0.
Commissioners discussed the proposed amendment for the Frederick County APFO. The amendment allows a developer to provide school facilities in lieu of passing the adequacy test.
Commissioner Chad Weddle made a motion, seconded by Commissioner Don Schildt, to notify Frederick County that the Town of Walkersville does not support the amendment to the APFO regarding the Lake Linganore PUD. The motion passed by a vote of 4-0.
Commissioner Chad Weddle made a motion, seconded by Commissioner Don Schildt, to reduce the Walkersville Self Storage letter of credit by $29,559, leaving a balance of $64,642, per staff recommendation. The motion passed by a vote of 4-0.
Commissioner Joe Magluilo made a motion, seconded by Commissioner Chad Weddle, to pay the attached bills. The motion passed by a vote of 4-0.
Commissioner Schildt asked commissioners to consider sponsoring a Farmers’ Market in Walkersville. Emmitsburg will be contacted for information on their experience with implementing an area for a Farmers’ Market.
Commissioner Sam Eyler noted that the road right of way along Rt. 194 by the self-storage facility has been mowed as requested. Ms. Rollins was informed by SHA that Rt. 194 was on the mowing schedule this week.
Ms. Rollins discussed preparations and timing issues with the dedication of Trout Park. Staff would like to invite all former Burgesses and Commissioners to the dedication and more time would be helpful to do so. Commissioners agreed to postpone the dedication of Trout Park until September 7.
Commissioner Eyler asked for an update on speed humps from Commissioner Weddle from his attendance at the MML conference. Mr. Weddle will present info at a later date.
