MINUTES
WALKERSVILLE BURGESS & COMMISSIONERS TOWN MEETING
August 9, 2006
The Town meeting of the Walkersville Burgess & Commissioners was called to order on Wednesday, August 9, 2006, at 7:30 p.m. Those in attendance included Burgess Ralph Whitmore, Commissioners Sam Eyler, Chad Weddle, and Debbie Zimmerman, Town Manager Gloria Long Rollins, Public Works Supervisor Dennis Miller, Public Works Director Bob DePaola, Planning and Zoning Administrator Susan Hauver, TFC Ed Muller, 8 citizens, and 0 press.
Commissioners Joe Magluilo and Donald Schildt were absent.
The meeting was called to order with the Pledge of Allegiance.
Commissioner Debbie Zimmerman made a motion, seconded by Commissioner Chad Weddle, to approve both the Town Meeting minutes and the closed personnel minutes of July 12, 2006. The motion passed by a vote of 3-0.
Lancaster Craftsmen Builders requested the Town reduce funds on their letter of credit for stormwater management. The letter of credit in the amount of $15,219 covered the costs for the swale constructed along Crum Road. The facility was inspected by Frederick County inspector on June 26, 2006 and recommended that funds be released. Staff recommends reducing the letter of credit by $10,146 and holding the contingency funds for the one-year warranty period.
Commissioner Debbie Zimmerman made a motion, seconded by Commissioner Chad Weddle, to reduce the Lancaster Craftsmen Builders Letter of Credit by $10,146. The motion passed by a vote of 3-0.
3. CITIZENS’ QUESTIONS AND CONCERNS
George Rudy, 11 W. Crum Road, expressed his concern for groundwater contamination from gas stations in the town. He stated that as project manager for a gas station in Silver Spring it took him 9 months to bring MDE and Shell to the table. He stated that there is an MTBE concern in the town and that Sheetz is a contaminated site. He expressed his concerns regarding the other gas stations in town and the Town’s 2006 Water Quality Report.
Harold Roderuck, 20 Glade Road, asked what happened to Channel 99.
William Folden, Republican candidate for Sheriff, was allotted 5 minutes to speak before the commissioners and the audience.
Wanda Heurich, 5 Wyndale Court, expressed her concerns regarding the repetitive vandalism of the Gladetowne pool. She feels the resident troopers have been unresponsive to the homeowners’ association’s dilemma. Trooper Muller reported that he had met with the HOA manager and recommended measures that could be taken to improve the security of the pool, i.e. a higher fence, motion detectors, better lighting, camera installation, private security guard. To date, none of the recommended measures have been implemented and the vandalism continues.
Commissioner Chad Weddle made a motion, seconded by Commissioner Sam Eyler, to appoint Brenda Davis to the Board of Election Supervisors for the September 11, 2006 election. The motion passed by a vote of 3-0.
Commissioner Chad Weddle made a motion, seconded by Commissioner Sam Eyler, to appoint Ridgely Cramer as alternate to the Board of Election Supervisors for the September 11, 2006 election. The motion passed by a vote of 3-0.
Commissioners directed that staff implement hunting at the watershed same as last year, hunting Monday – Thursday during bow and black powder seasons. Weekends for scouting activities.
Commissioner Debbie Zimmerman made a motion, seconded by Commissioner Sam Eyler, to pay the attached bills. The motion passed by a vote of 3-0.
Ms. Rollins reported that as of August 1, the high school has used 187,000 gallons of water for field watering. Commissioners noted that they had approved 400,000 gallons for April – September watering. They directed staff to notify the high school how much they have used to date.
Trooper Muller reported that the vandals of the HFP concession stand and the softball field concession stand had been caught.
8. CITIZENS’ QUESTIONS AND CONCERNS
George Rudy asked about a police matter involving 2 youths that stole a moped and a mini-bike. He stated the victim has recognized the vehicles in the possession of the youths. Trooper Muller said this case is being handled.
Mr. Rudy expressed his concern regarding the Crum Road Cellular Tower. He stated that he has issued many safety-oriented reports regarding the tower. He stated that it is a FCC matter and that is where it’s headed.
Commissioner Chad Weddle made a motion, seconded by Commissioner Debbie Zimmerman, to offer a $1,000 reward for information leading to the arrest and conviction of the vandals of the Gladetowne pool. The motion passed by a vote of 3-0.
Reminder – Certificates of Candidacy for running for office as Burgess or Commissioner are due to Town Hall by 4:30 p.m. on August 14, 2006.
