WALKERSVILLE BURGESS & COMMISSIONERS TOWN MEETING
August 11, 2004
The Town meeting of the Walkersville Burgess & Commissioners was called to order on Wednesday, August 11, 2004, at 7:30 p.m. Those in attendance included Burgess Ralph Whitmore, Commissioners Sam Eyler, Joe Magluilo, Donald Schildt, Chad Weddle, and Debbie Zimmerman, Public Works Director Bob DePaola, Public Works Supervisor Dennis Miller, and Town Manager Gloria Rollins, 6 citizens, and 1 press.
The meeting was called to order with the Pledge of Allegiance.
2. MINUTES
Commissioner Debbie Zimmerman made a motion, seconded by Commissioner Sam Eyler, to approve the regular town meeting minutes of July 14, 2004. The motion passed by a vote of 5-0.
3. DISCUSSION OF SPEED BUMPS
Discussion of purchasing 2- 12’ moveable speed bumps @$795.57 was rescheduled for the next meeting while Commissioner Weddle checks with other municipalities who use them.
4. CITIZENS’ CONCERNS
Florence Schell, 27 Main Street, notified commissioners that she wants to put in a new driveway onto Main Street and the fire hydrant in front of her house is in the way. She would like the town to at least move the hydrant down further in front of the house and remove it altogether if possible. Bob DePaola and Dennis Miller will measure the hydrant distances on Main Street, and prepare a cost estimate and feasibility recommendation for moving the hydrant to the corner of Church Street. Burgess Whitmore will check with fire chief Jeremy Peterson regarding moving the hydrant and the distances between the hydrants on Main Street.
Harold Roderuck commented to commissioners that the sidewalk and overgrowth along Glade Road looks terrible. A letter to the HOA had gone out Monday notifying that mowing needs to take place within 5 days.
5. DISCUSSION OF GALAXY REQUEST FOR MIRROR ON ALLEGHENY POWER POLE
Allegheny Power denied the request to place the mirror on their pole. Burgess Whitmore stated that Galaxy would have to obtain permission from the property owner across the street to put up a pole and mirror on their sidewalk.
6. ADMINISTRATIVE ASSISTANT PART TIME POSITION
Ms. Rollins informed commissioners of Martha’s change in work schedule to part-time. Ms. Rollins recommended and requested approval to advertise for the budgeted part-time position to assist with front desk coverage and planning and zoning administrative work.
Commissioner Schildt made a motion, seconded by Commissioner Zimmerman, to advertise for the part-time administrative position. The motion passed by a vote of 5-0.
7. ACCOUNTS PAYABLE
Commissioner Zimmerman made a motion, seconded by Commissioner Magluilo, to pay the attached bills. The motion passed by a vote of 4-1, with Commissioner Weddle opposed.
8. COMMISSIONERS’ CONCERNS
Commissioner Weddle opened discussion of prohibiting parking on the west side of Frederick Street. He recommended placing signs that say "No Parking on School Days – Resident Permit Excepted." This is to prevent parking along street during graduation practice season. Parking on the other side of the street would be extended on the east side 8-ft. from Rippeon’s driveway and down past the nursing home to Nicodemus Drive. Further discussion resulted in the following motion.
Commissioner Weddle made a motion, seconded by Commissioner Eyler, to prohibit parking on the residence side of Frederick Street, from the ambulance company down, with signs "No Parking School Days-Residents Exempted", and extend parking on the nursing home side 10-ft. from Rippeon’s driveway to Nicodemus Drive. The motion passed by a vote of 3-2, with Commissioners Zimmerman and Schildt opposed.
Commissioner Magluilo asked the status of the streetlights in Sun Meadow. Staff will contact Attorney David Severn to start the process of drawing down the Letter of Credit and paying the electrician and getting the streetlights turned on.
Commissioner Schildt expressed concern for a sinkhole that is located in the Sun Meadow development near the holding pond on Sandstone Drive. It was determined by staff that the hole is in the Phase 3-6 area and will therefore be repaired during the construction by Washington Homes.
Commissioner Schildt asked the status of the electricity consumption at the HFP concession stand. Staff have checked the reading on the meter and confirm that the bill matches the meter. Ms. Rollins contacted Allegheny Power to make an inspection of the facility to try to explain the exorbitant usage.
Ms. Rollins recommended that hunting not be allowed at the watershed this year due to the maintenance and camping activities of the Boy Scouts this fall and winter.
Commissioner Schildt made a motion, seconded by Commissioner Weddle, that hunting be allowed through the week Monday – Thursdays during hunting season, and the Scouts be allowed there on weekends Friday – Sundays. The motion passed by a vote of 3-2, with Commissioners Eyler and Magluilo opposed.
9. CITIZENS’ CONCERNS
Commissioner Schildt requested that the town donate a Heritage Farm Park print to KidsChance scholarship fund. Commissioner Zimmerman made a motion, seconded by Commissioner Magluilo, to donate the Barry Richardson print to the KidsChance scholarship silent auction. The motion passed by a vote of 4-0, with Commissioner Schildt recusing himself. Print #141 was given to Commissioner Schildt to take to the auction.
The meeting was adjourned at about 9:00 p.m.
