WALKERSVILLE BURGESS & COMMISSIONERS TOWN MEETING

August 24, 2005

The Town meeting of the Walkersville Burgess & Commissioners was called to order on Wednesday, August 24, 2005, at 7:30 p.m. Those in attendance included Burgess Ralph Whitmore, Commissioners Sam Eyler, Joe Magluilo, Donald Schildt, Chad Weddle, and Debbie Zimmerman, Town Manager Gloria Long Rollins, Public Works Director Bob DePaola, Public Works Supervisor Dennis Miller, Walkersville Resident Trooper Kim Calimer, 2 citizens, and 0 press.

The meeting was called to order with the Pledge of Allegiance.

 

  1. MINUTES

Commissioner Debbie Zimmerman made a motion, seconded by Commissioner Joe Magluilo, to approve both the town meeting minutes and the closed personnel minutes of August 10, 2005. The motion passed by a vote of 5-0.

 

2. ARIA MEMORIAL FLAG REQUEST

An email received from Randy Losey, representative of the ARIA Memorial committee, requesting approval of the memorial layout was reviewed. The new concept includes an American Flag, a Maryland Flag, and an Ohio Flag since the flight originated in Ohio.

Commissioner Debbie Zimmerman made a motion, seconded by Commissioner Joe Magluilo, to approve the proposed new memorial concept, which includes an Ohio Flag. The motion passed by a vote of 5-0.

 

3. CITIZENS QUESTIONS AND CONCERNS

Harold Roderuck noted that lots of people are letting brush and branches fall off of their trucks on their way to the mulch pile. He feels the town should do something about it.

Dan Thomas would like to see the speed bump installed on George Street. Staff will add George Street to the upcoming schedule.

 

4. WALKERSVILLE LIGHT INDUSTRIAL PARK REQUEST FOR REDUCTION OF LOC

Commissioner Don Schildt made a motion, seconded by Commissioner Sam Eyler, to release $13,346 of the Walkersville Light Industrial Park Letter of Credit per staff recommendation. The motion passed by a vote of 4-1, with Commissioner Weddle opposed.

 

  1. WALKERSVILLE SELF-STORAGE REQUESTS FOR REDUCTION OF LOC

Commissioner Debbie Zimmerman made a motion, seconded by Commissioner Sam Eyler, to release $49,862 of the Walkersville Self-Storage Letter of Credit per staff recommendation. The motion passed by a vote of 5-0.

 

 

6. FREDERICKTOWNE BAPTIST CHURCH REDUCTION OF LOC

Commissioner Don Schildt made a motion, seconded by Commissioner Sam Eyler, to release $26,719 of the Fredericktowne Baptist Church Letter of Credit per staff recommendation. The motion passed by a vote of 5-0.

 

  1. ACCOUNTS PAYABLE
  2. Commissioner Debbie Zimmerman made a motion, seconded by Commissioner Chad Weddle, to pay the attached bills. The motion passed by a vote of 5-0.

     

  3. COMMISSIONERS’ CONCERNS

Commissioner Schildt would like to look into raising the cost of water taps.

Commissioner Zimmerman notified everyone that there would be football weigh-ins at Heritage Farm Park this Saturday, which will cause a traffic nightmare at the park, on Devilbiss Bridge Road and Glade Road. Work on Glade Road is finishing up and will probably be complete on Saturday. Mr. Miller recommends keeping the road closed over the weekend in order to let the new asphalt cure appropriately before traffic assaults it.

Mr. DePaola reported that the Pennsylvania Avenue and Fulton Avenue water line work is now complete.

Commissioner Eyler notified staff that the sign on Glade Road and George Street is bent over and probably needs repair/replacement.

Burgess Whitmore reported that he and Ms. Hauver had attended the preliminary workshop meeting with Frederick County to discuss the Walkersville Regional Plan. Ms. Hauver will notify all commissioners as more workshops are scheduled so that the county may consider the town’s input.

Commissioner Schildt made a motion, seconded by Commissioner Magluilo, to present, at the next joint workshop with Frederick County Commissioners, the town’s letters to the county requesting that the Gray property and subdivision require sewer hookup. The motion passed by a vote of 5-0.

Burgess Whitmore announced the town’s bulk trash pickup event. Walkersville resident troopers will be asked to schedule overtime on September 24 for monitoring and preventing outsider/non-town-resident trash disposal.

The meeting adjourned at 7:50 p.m.
