WALKERSVILLE BURGESS & COMMISSIONERS TOWN MEETING

August 27, 2008

The Town meeting of the Walkersville Burgess & Commissioners was called to order on Wednesday, August 27, 2008, at 7:30 p.m. Those in attendance included Commissioners Sam Eyler, Donald Schildt, Chad Weddle, Russell Winch, and Debbie Zimmerman, Town Manager Gloria Long Rollins, Planning and Zoning Administrator Susan Hauver, Code Enforcement Officer Andrew Dewese, TFC Ramona George, 5 citizens, 1 press, Sarah Fortney of the Frederick News-Post.

The meeting was called to order with the Pledge of Allegiance.

1. MINUTES

Commissioner Debbie Zimmerman made a motion, seconded by Commissioner Sam Eyler, to approve the Closed Joint Legal meeting with the Board of Appeals minutes of August 7, 2008. The motion passed by a vote of 5-0.

Commissioner Debbie Zimmerman made a motion, seconded by Commissioner Sam Eyler, to approve the Town meeting minutes of August 13, 2008. The motion passed by a vote of 5-0.

Commissioner Debbie Zimmerman made a motion, seconded by Commissioner Sam Eyler, to approve the Closed personnel meeting minutes of August 13, 2008. The motion passed by a vote of 5-0.

Commissioner Debbie Zimmerman made a motion, seconded by Commissioner Sam Eyler, to approve the Special Town meeting minutes of August 20, 2008. The motion passed by a vote

of 5-0.

 

2. INTRODUCTION OF NEW CODE ENFORCEMENT OFFICER

Mr. Andrew Dewese, our new Code Enforcement Officer, was introduced and started work August 26, 2008. Mr. Dewese will meet with the Town Attorney to set up procedures for enforcing the Town code.

 

3. CITIZENS’ QUESTIONS AND CONCERNS

None

4. AT&T LEASE AMENDMENT

Commissioner Don Schildt made a motion, seconded by Commissioner Chad Weddle, to approve the AT&T proposal to add 3 additional antennas to their site at Crum water tower for an additional $750 per month rent. The motion passed by a vote of 4-1, with Commissioner Russ Winch in opposition.

 

 

5. ACCOUNTS PAYABLE

Commissioner Debbie Zimmerman made a motion, seconded by Commissioner Russ Winch, to pay the attached bills. The motion passed by a vote of 5-0.

6. COMMISSIONERS’ CONCERNS

Commissioner Don Schildt questioned plans for Veterans’ Day celebration regarding date, high school band playing, essay contest, music, etc. Since the meeting, it has been confirmed by the June 11, 2008 minutes that the commissioners voted to hold the service on Sunday, November 9th at 1:00 p.m. It was also decided at that meeting that the Town would sponsor an essay contest for 4th and 5th graders at Walkersville and Glade Elementary Schools (if approved by the Board of Education). Each 1st place winner will receive a $100 check and each 2nd place winner will receive a $50 check, and Ridgely Cramer and Sam Eyler will judge the essays. Commissioner Schildt also asked that Commissioner Weddle’s church provide music and that he will attempt to recruit speakers who are veterans who have served in Iraq and Afghanistan.

Ms. Rollins presented the independent consultant forester progress notes on the timber sale at the Walkersville watershed.

Ms. Rollins informed commissioners that a public hearing will be held at the next town meeting, September 10th, 2008 at 7:30 p.m. to hear public comment on the abandonment of the town water line easement on the Barrick property.

Commissioner Schildt questioned a post card he had received in his door announcing a movie to be shown at Creamery Park. TFC George will investigate the source. No one in the town office is aware of any reservations or plans to show a movie in the park.

Commissioner Chad Weddle reviewed information received from Maryland Municipal League about their exciting new project, the Geocache Trail. He asked that the resolution for the town’s participation be added to the next meeting agenda.

Commissioner Russ Winch made a motion, seconded by Commissioner Don Schildt, to hold a closed legal meeting to consult with counsel. The motion passed by a vote of 4-1, with Commissioner Weddle in opposition.

There was no further business so the meeting adjourned at 7:50 p.m.
