WALKERSVILLE BURGESS & COMMISSIONERS TOWN MEETING
October 27, 2010
The Town meeting of the Walkersville Burgess & Commissioners was called to order on Wednesday, October 27, 2010, at 7:30 p.m. Those in attendance included Burgess Ralph Whitmore, Commissioners Sam Eyler, Donald Schildt, Chad Weddle, and Debbie Zimmerman, Town Manager Gloria Long Rollins, Planning and Zoning Administrator Susan Hauver, Public Works Director Bob DePaola, approximately 8 citizens, TFC Ramona George. Commissioner Russell Winch was attending a Boy Scout function with his son.
The meeting was called to order by Burgess Ralph Whitmore, with the Pledge of Allegiance.
Commissioner Weddle offered a prayer to open the meeting.
1. MINUTES
Commissioner Debbie Zimmerman made a motion, seconded by Commissioner Sam Eyler, to approve the Town Meeting minutes of October 13, 2010. The motion passed by a vote of 4-0.
2. STATE OF MARYLAND LOCAL GOVERNMENT INFRASTRUCTURE FINANCE PROGRAM
Ms. Charlie Day, manager of the State of Maryland Local Government Infrastructure Finance Program presented the history and requirements of borrowing from the fund. Projects are eligible if they are owned, operated, and maintained by the local government for the benefit and public service to citizens. Rates of 2.05% - 3.78% and terms of 5, 10, 15, and 20 years are available. He encouraged commissioners to consider utilizing the fund for any future large capital projects.
3. PROCLAMATION OF COACH JIM ABBOT DAY, NOVEMBER 5TH, 2010
Commissioner Donald Schildt made a motion, seconded by Commissioner Chad Weddle, to adopt Proclamation 2010-01, proclaiming Friday, November 5th, 2010 as Coach Jim Abbott Day in the Town of Walkersville. The motion passed by a vote of 4-0.
Burgess Whitmore or one of the commissioners will attend the WHS football game November 5th and present the proclamation.
4. DRAFT OF MANAGEMENT’S DISCUSSION AND ANALYSIS
Ms. Rollins encouraged the Burgess and Commissioners to review the draft of management’s discussion and analysis, a required summarization of the town’s financial statements included with the audited report.
5. INTER-AGENCY REFERRAL FROM FREDERICK COUNTY RE: AG PRESERVATION EASEMENT
Mr. Tim Blaser and Ms. Anne Bradley, of the Frederick County Planning Dept. presented information on two application for the establishment of an Agricultural Preservation Easement. The property owners of the parcels, the Cramer property and the Jenkins property, located within the town limits have applied for agricultural preservation easements. The Frederick County planning department will be holding hearings on the easements and asked for the commissioners’ input on the properties.
Commissioner Debbie Zimmerman made a motion, seconded by Commissioner Sam Eyler, to allow and support agricultural preservation easements within the town limits. The motion passed by a vote of 4-0.
6. UPDATE ON POLICE CONTRACT
Ms. Rollins reviewed the actual expenses of the FY 2010 police contract. A hearing will be held at the November 10th town meeting to discuss the costs and services of the Maryland State Police contract.
7. ACCOUNTS PAYABLE AND SEPTEMBER FINANCIAL STATEMENTS
Commissioner Debbie Zimmerman made a motion, seconded by Commissioner Sam Eyler, to approve the payment of the attached bills and the presentation of the September financial statements. The motion passed by a vote of 4-0.
8. COMMISSIONERS’ CONCERNS
Commissioner Donald Schildt suggested a pizza party be held for all the children who participated in the Veterans’ Day art contest. The judges will select a 1st, 2nd, and 3rd place winner and ribbons will be affixed to the winning drawings.
Commissioner Debbie Zimmerman reported her findings on the skateboarding at the new Poolesville facility. The facility cost was $235,000 and is apparently well used, however does not keep all skateboarders off the streets. Commissioners decided not to consider building a skatepark at this time. They will possibly approve application to Program Open Space to instigate the project in the future.
Ms. Rollins asked if permission would be granted to a citizen, Mr. Bell, to search the Walker Farm property with his metal detector. Permission was not granted as the farm land is leased and no digging will be appropriate.
Ms. Rollins reminded commissioners of a meeting with a Social Security Administration representative on November 22nd at 12 noon.
Research is forthcoming from the Town Attorney on the legality of confiscating skateboards and bicycles found being utilized illegally.
Burgess Whitmore commented on the resignation and retirement of Mike Marschner, Director of Frederick County Solid Waste Management.
9. CITIZENS’ QUESTIONS AND CONCERNS
Ms. Jane Abrecht asked how much space was needed for a skate park. She also asked if the land and $250,000 were donated to the Town, would the commissioners consider building it?
There being no further business, the meeting adjourned at 8:45 p.m.
