WALKERSVILLE BURGESS & COMMISSIONERS TOWN MEETING
November 8, 2006
The Town meeting of the Walkersville Burgess & Commissioners was called to order on Wednesday, November 8, 2006, at 7:30 p.m. Those in attendance included Burgess Ralph Whitmore, Commissioners Jim Reid, Don Schildt, Chad Weddle, and Debbie Zimmerman, Town Manager Gloria Long Rollins, Planning and Zoning Administrator Susan Hauver, Public Works Supervisor Dennis Miller, Wayne Becker of Smith, Elliott, Kearns & Co., 6 citizens, and 1 press.
Commissioner Sam Eyler was in recovery from surgery.
The meeting was called to order with the Pledge of Allegiance.
Commissioner Debbie Zimmerman made a motion, seconded by Commissioner Jim Reid, to approve the Town Meeting minutes of October 25, 2006. The motion passed by a vote of 4-0.
Wayne Becker, CPA, with Smith, Elliott, Kearns & Co. LLC, presented the Town’s financial statements page by page. He went over the General Fund and Water Fund results of FY2006 and concluded that the Town remains in healthy financial condition and is managed efficiently.
3. REQUEST FOR RELEASE OF LOC FOR WALKERSVILLE LIGHT INDUSTRIAL PARK
The developer of Walkersville Light Industrial Park requested that the Town release $34,726 that remains on the letter of credit for public improvements. The remaining funds cover the contingency for the stormwater management pond. Final inspection of the pond was completed October 2005 and the one year warranty period has ended.
Commissioner Debbie Zimmerman made a motion, seconded by Commissioner Don Schildt, to release the Letter of credit in the amount of $34,726. The motion passed by a vote of 4-0.
4. AWARD BID FOR SHOP ROOF
The Town received 2 bids to replace the corroded roof over the salt bay on the maintenance building. We also received contingent prices on installing an overhead door to close the open end of the bay.
Commissioner Don Schildt made a motion, seconded by Commissioner Debbie Zimmerman, to award the bid to Myers Building Systems, Inc. in the amount of $24,753 to replace the roof on the maintenance building and to install an overhead door. The motion passed by a vote of 4-0.
5. CITIZENS’ QUESTIONS AND CONCERNS
Wanda Heurich commended the Burgess & Commissioners on the assignments of liaisons to homeowners’ associations.
6. COMMISSIONERS’ CONCERNS
Commissioner Schildt asked the status of the lot by 13 West George Street. It was determined that a tall grass letter would be sent.
Commissioner Reid recommended that the "spruce up the town" effort that was discussed at the last meeting be pushed this spring. Staff will be surveying areas within the Town that would benefit from the installation of a trash can.
Garth Phoebus, of Frederick County Emergency Management, notified Commissioners of a conference on emergency services for disabled and special needs citizens to be held at the Holiday Inn/FSK Mall on January 18, 2007, 9:00 am – 2:00 pm.
Burgess Whitmore reported that Mr. DePaola and Mr. Miller had inspected the water drainage problem at the Olde Towne Jewelers during the rainstorm today. The 1.2 inches of rain was drained adequately. Commissioner Chad Weddle made a motion, seconded by Commissioner Debbie Zimmerman, to vacuum the sediment from the stone bed to see if further drainage is implemented and look forward to comments from Mr. Starkey the next time there is a problem. The motion passed by a vote of 4-0.
Burgess Whitmore expressed his concern for the slippery metal steps leading to the meeting room. He noted the stairs are rusty and slippery again, and directed they be painted with sandy paint. He also wants a sign on the meeting room door so there can be no further confusion for people in search of the meeting.
Discussion of the centerline on Challedon Drive resulted in Mr. Miller will check the measurements and location of the line. Burgess Whitmore, noted, in response to a complaint that having to slow down and be careful is the intent of installing a center line. That is what we were striving for.
7. MPE SITE COMPLIANCE REPORT
Ms. Rollins directed commissioners to the MPE Site Compliance report. The report is based on readings taken at the Crum Road Water Tank with three cellular carriers operating. The report states "Based on the data and measurements collected, Waterford Consultants has determined this site to be compliant with OET Bulletin 65, FCC Rules and Regulations for RF emissions." The report noted that appropriate signage needs to be placed at the site. Ms. Rollins is working on determining who will install the signs, the carriers, or the Town.
8. ACCOUNTS PAYABLE
Commissioner Debbie Zimmerman made a motion, seconded by Commissioner Chad Weddle to pay the attached bills. The motion passed by a vote of 4-0.
